В этом предложении человек "мечтает", мол, вот бы у него сейчас был ноутбук.
Если речь идёт про "сейчас" или "вообще", то есть настоящее время, и используется "I wish", то в английском все такие предложения будут в простом времени — Past Simple.

I wish I had my laptop.
I wish I had some juice.
I wish I was in the first grade.
I wish I was at home now.
She wishes she had her telephone.
То есть схема таких предложений будет следующая:

А есть ещё такая же конструкция, но которую используют, когда мечтают, мол, вот бы что-то когда-то тогда-то (то есть в времени) было.

И в таких случаях используется время Past Perfect.
