Это пример вопросительно-отрицательного предложения, в данном случае-общий вопрос. Начинаем подобный вопрос с отрицания, так как в руском варианте стоит слово "неужели", и оттенок удивления мы сможем передать только при отрицательной частицы *not*, которая ставится после вс или модального глагола, если мы используем сокращённые формы(первый вариант перевода), если же используем полную форму глагола, тогда  *not* нужно ставить перед смысловым глаголом(второй вариант перевода).
