In 1994, the Mayor of New York, Rudolph Giuliani, decided to tackle crime in his city with a radical new approach which has come to be known as zero tolerance. Although the problems were not nearly so great, this was being tried at the same time in Hartlepool, a small town in northern England.
The essence of the idea is this: instead of ignoring minor crimes, you treat them very seriously – and in this way you prevent young criminals from going on to more serious crimes. So, for example, the police always stop and question or arrest teenagers who break windows or write graffiti on walls. As a result, the atmosphere in public places changes; people feel safer, and they go out more. Then it is more difficult for groups of young boys to dominate the area and terrorize older or weaker people. In New York the car theft, for example, fell by 56 per cent.
Zero tolerance has proved quite popular, and other parts of the UK have been experimenting with it. In Strathclyde, the area, which includes Glasgow, they used to have a lot of alcohol-related problems, especially with young people. The local council has now made it illegal to drink alcohol in public places, and the police enforce the rule strictly. It has also tried a curfew for children in certain problem parts of town; anyone under the age of l6 in the streets after 7.30 p.m. can be taken home or to a police station.
The danger with zero tolerance is that the effect may wear off after a period of time. It may only be the initial shock, which has the good effect.

A zoo is a place where various animals, reptiles, mammals, insects and birds are kept. Sometimes you can see rare species of animals there. Usually zoos don’t contain domestic or farm animals, but sometimes there are children’s areas with such creatures, as donkeys, mini-horses, sheep, geese, pigs, rabbits and even pheasants. These are secluded areas where children can pet and feed animals. A visit to the zoo can be both entertaining and educational. There we can learn new facts about animals’ lives. Due to quick urbanization and deforestation many species cannot live in their natural habitat anymore. That’s why zoos and reservations exist. Opinions on advantages and disadvantages of keeping animals in the zoos differ. Some people think that zoo is a perfect place for animals, as they are always fed, well-treated and live in good conditions there. Besides, people are happy to have a chance to see wild, beautiful and exotic animals in live, to learn more about their behavior and lifestyle. From the other hand, animals have to live as close to their natural habitat as possible, for example, near forests, rivers, savannahs, jungles, safari, etc. in this respect, open zoos or wildlife reserves are much better. They usually occupy vast expanses of land and let the animals move around instead of sitting in a cage. These areas are protected and supervised by the government. Thus, animal preservation, as well as pros and cons of the zoo are a frequent topic of discussion.

Некоторые люди думают, что зоопарк является идеальным местом для животных, так как они всегда накормлены, ухожены и живут в хороших условиях. Кроме того, люди рады возможности увидеть вживую диких, красивых и экзотических животных, узнать больше об их поведении и образе жизни. С другой стороны, животные должны жить как можно ближе к своей естественной среде обитания, например, возле леса, реки, саванны, джунглей, сафари и т.д. В этом отношении, открытые зоопарки или заповедники намного лучше. Как правило, они занимают обширные территории земли, что позволяет животным передвигаться, вместо того чтобы сидеть в клетке. You ask me about my experience in doing extreme sports. Well, as for me I have tried parachute jumping twice this year. It was so exciting and unforgettable. I enjoyed my jumps very much. My parents are fond of extreme sports, so I don't have any problems with them. We like to spend our time doing different kinds of sport. By the way, I am going to try scuba diving this summer. It is said to be awesome and fascinating. Now I am finishing my letter and looking forward to getting a letter from you.
