После “suggest” используется герундий, т.е. Suggest + doing, после “offer” ставится инфинитив, т.е. offer + to do. Поэтому “offer” в первом предложении не подходит чисто грамматически. Как правило «suggest» - это предложить план действий или идею. “offer” – предложить что-то на выбор.
