Активное меньшинство – это те, в чьих руках находится власть.
Пассивное большинство – это народ.
Если активное меньшинство не заинтересованно в поддержке своей власти пассивным большинством, то народ к власти не допускается. Если брать в пример демократов, то их власть сильна только при поддержке народных масс, и они станут привлекать их к власти. Если они этого не сделают, то демократов оттеснять олигархи – очень влиятельные и богатые люди, которые распоряжаются властью в интересах узкой группы.
Исторический пример – Октябрьская революция. Пассивное большинство – народ, который хотел получить больше, чем ему предлагала правящая верхушка, и правители и их приближенные, которые не хотели делиться народом частью своих богатств. Все это привело к революции. В данном случае это негативный пример взаимодействия.
Примером могут служить выборы, когда путем голосования пассивное большинство наделяет властью активное меньшинство.
