Расстояние  S = V*t, где V --- скорость, а  t время. Но важно, чтобы время, входящее в единицы скорости совпадало с единицами определения времени.

переводим минуты в часы.

12 : 4 = 3 (км) --- расстояние, которое проедет велосипедист за 15 мин.
ответ: со скоростью 15 км/час велосипедист преодолеет за 15 минут расстояние в 3 км.

переводим скорость в метры в минуту.
